Supporting children one by one can help individual children. But just one small change of an entire community can make a big difference to many children.

Working at a community level: a case study
 
To reduce smoking, counselling individuals to quit is part of the solution. But the population approach used in Australia in recent years has been effective at reducing Australian’s smoking habits. Changes such as:
-    banning tobacco advertising
-    banning smoking in work places, bars and restaurants, and
-    raising the price of cigarettes.
 
In this case a population or community approach has been more effective than working one-by-one.
